On November 10, the Office of National Leading Group on the Fight against IPR Infringement and Counterfeiting (the Office) launched the 2022 nationwide unified action to destroy IPR infringing and counterfeit goods. The main venue was located in Mianyang City, Sichuan Province, with parallel venues in other 17 provinces, autonomous regions and municipalities, including Beijing, Hebei, Liaoning, Jilin, Heilongjiang, Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Shandong, Henan, Hubei, Guangdong, Guangxi, Shaanxi and Gansu. The action was held in sync at main and parallel venues. Gan Lin, head of the Office and the Vice Minister of State Administration for Market Regulation (SAMR) went to the parallel venue in the city of Beihai and gave a speech. Yang Xingping, head of the Office of the Leading Group of Sichuan on the Fight against IPR Infringement and Counterfeiting and deputy governor of Sichuan also delivered remarks. Miao Qingwang, head of the Office of the Leading Group of Guangxi Autonomous Region on the Fight against IPR Infringement and Counterfeiting and vice chairman of Guangxi participated the action at a parallel venue.
As Gan Lin noted, in recent years, local competent authorities, in accordance with deployment of the Communist Party of China (CPC) Central Committee and the State council of China, vigorously advanced the construction of a strong IPR country by punishing IPR violations in accordance with the laws and carrying out actions to destroy IPR infringing and counterfeit goods in an orderly way, which have achieved positive results. The unified action this time represents practical measures taken to implement the spirit of the 20th National Congress of CPC in depth, a forceful practice in advancing the high-quality and green development and improving people’s livelihood and manifests the determination and clear-cut attitude of the Chinese government in strengthening IPR protection.
Next, the Office will continue to strengthen coordination, reinforce IPR protection and take strong measures to fight against IPR infringement and counterfeiting, so as to solidly protect the legitimate rights and interests of both domestic and foreign right holders and strive for a market-based, legalized and international business environment.
This action is an important supplementary activity to the 2022 Publicity Week of China’s policies for fair competition. According to statistics, over 100 varieties in 30 categories of IPR-infringing and counterfeit goods were destroyed, including food, drugs, garments, shoes, tobacco, alcohol and pirated or illegal publications, weighing in total over 3000 tons. The goods destroyed were valued at over 500 million yuan. The goods destroyed were all handled in a harmless manner, including disassembly, landfill and burning, which was consistent with the regulations on environment protection.
